How to dissipate 15W and generate the least amount of heat?
Assume you have a power source providing a constant DC voltage. How do you create a load that will dissipate 10 to 15 watts while generating the least amount of heat possible? Would a high power LED generate less heat than a high power resistor since some of the energy is emitted as light? Are there other options? Hopefully something with only a few components (i.e. not a whole bunch of resistors in parallel to distribute the heat dissipation.)
Have you thought about using a motor? Or a loudspeaker? You just need to convert that energy to something other than resistance heat. LED's are awfully efficient for that use. Maybe an old fashioned light bulb?
