12v reading bet. + pole of battery and metal base of voltage regulator, is it normal?

detached voltage regulator from car's body and found 12v reading between + pole of battery and metal base of voltage regulator, is this normal? didn't run the engine as my voltage regulator might burn again. my car is toyota revo glx 2003 model.

You're reading the voltage in the battery... The regulator body is grounded, so it's just like going from the + to the - posts. Also, 12V even (12.0) is low... should be more like 12.5V or better. However, that regulator is fairly cheap... if you question it at all... just replace it!
