If you have 3 phase power and you put a clamp meter around all 3 phases, the phases cancel each other out and no current is read, correct? Well what if you put the clamp meter around only 2 phases? Would you read a percentage or what?
Your statement is true only if this is a 3 phase delta connection with no neutral. Three phase star, there could be current read under that setup, due to neutral current.
Two phases would read some fraction of the total, but what that fraction is depends on the individual currents in the two phases.
