I give you a very small change you will find someone living there on this site, as we do not have a Rotterdam regular here, as far as I know, and Rotterdam has a lot of people, so even if there is one, the odds are against it being someone that can help you.
I think you have already had the advice to send a letter, either by mail or by courier, that seems the best way to get into contact.
You might still be able to send an old fashioned telegram, although not through the old system, they are still delivered in the Netherlands. But I would not know how to send one anymore.
